In 1883, landscape architect H.W.S. Cleveland told city officials, “The Mississippi River is the grand natural feature which gives character to your city. It should be placed in a setting worthy of so priceless a jewel.” Cleveland proposed a series of parkways linking the river with the city’s lake district. His plan, called the Grand Rounds, still provides a blueprint for the Minneapolis Park and Recreation Board in the 21st century.
